SIERRA LEONE PORTS AND HARBOURS AUTHORITY (SLPHA) TOPS THE MINISTRY OF TRANSPORT AND AVIATION’S 2025 MID-TERM INTER-AGENCY PERFORMANCE SCORECARD.

The Sierra Leone Ports and Harbours Authority (SLPHA) has once again demonstrated its unwavering commitment to excellence by emerging as the top-performing agency under the Ministry of Transport and Aviation, according to the official 2025 Mid-Term Agency Performance Scorecard for the period January to June 2025. With an outstanding overall score of 70.1%, SLPHA proudly earned a prestigious Grade A rating. This remarkable achievement is a testament to the Authority’s exceptional operational efficiency, visionary leadership, and relentless dedication to transforming Sierra Leone’s maritime sector.

This remarkable accomplishment underscores the Authority’s pivotal role in advancing port modernization, improving service delivery, and strengthening the nation’s position as a key player in regional and global maritime trade. During the period under review, SLPHA has implemented a series of strategic initiatives designed to optimize port operations, improve safety standards, and ensure timely service delivery. By embracing modern technologies and innovative practices, SLPHA has successfully streamlined its processes, reduced turnaround time, enhanced ease of doing business and an overall customer satisfaction.

The leadership of the Director General, Mr. Yankuba Askia Bio and his team has been pivotal in steering the Authority towards consistently achieving its ambitious goals. His vision for a modernized and efficient port system has inspired the workforce to uphold high standards of service delivery. The assessment was conducted on following five key ambits:

  • Policy, Strategy, Legislation support
  • Administrative & Management
  • Service Delivery
  • Financial Stewardship
  • Accountability & Corruption Eradication

As stated inter alia, the Sierra Leone Ports Authority (SLPA) topped the performance chart with 70.1% (Grade A), followed by the Sierra Leone Maritime Administration (SLMA) with 55.5% (Grade B-), and the Sierra Leone Civil Aviation Authority (SLCAA) with 49.4% (Grade C).

Other rankings included:

  • Sierra Leone Road Safety Authority (SLRSA) – 40.5% (Grade C-)
  • Sierra Leone National Shipping Agency (SLNSA) – 38.3% (Grade D)
  • Sierra Leone Airports Authority (SLAA) – 37.6% (Grade D)
  • Sierra Leone Aircraft Accident, Incident and Investigative Bureau (SLAAIIB) – 30.0%

(Grade E)

  • Sierra Leone Public Transport Authority (SLPTA) – 27.4% (Grade F)

The Ministry of Transport and Aviation emphasized that the performance contract system remains a critical instrument for promoting excellence, accountability, and alignment with national development priorities. Further noting their commitment to transparency and continuous improvement, urging all transport sector agencies to uphold the highest standards of public service delivery.
